A factor in the epidemic of rape and sexual harassment in the military was the elimination of the draft. If all young men in the country had to address service to their country – the likelihood of mass coverup would be diminished.
As it is, many – if not most – of the young men who go into the military do so because of lack of educational/vocational opportunity elsewhere. They are beginning with two strikes against them – in terms of powerlessness. Along with this, the morale in the military is decimated by sailors and soldiers being sent to purposeless wars in places where they are hated.
The suicide rate in the military displays a consciousness of defeat and failure.
This is fertile ground for unmet needs morphing into perversion of power.
